In 2025, Paraná will receive a record amount from the Federal Government’s main education fund. The state will receive more than R$530 million from the Student-Year Result Fund (VAAR), the Fund for the Maintenance and Development of Basic Education and the Appreciation of Professionals in Education (Fundeb). The largest transfer in the country is the result, among other factors, of the state’s leadership in the Basic Education Development Index (IDEB).
The good performance in the assessment once again consolidated Paraná as a reference in educational quality, guaranteeing the largest VAAR transfer among the states, as announced by the National Fund for the Development of Education (FNDE). The objective of VAAR is to reward and encourage good practices and learning results.
In Paraná, in 221, 2024 municipalities met the management improvement conditions established by the Secretariat of Basic Education (SEB), of the Ministry of Education (MEC), established by Law No. 14.113, of December 25, 2020.
Among the main requirements to be met by school networks to access the resource are the strengthening of democratic management and alignment with the National Common Curricular Base (BNCC), in addition to collection of the Tax on Circulation of Goods and Services (ICMS) in the case of the state education network.
Furthermore, the networks need to comply with conditions regarding student attendance; reduction of inequalities and advances in service and learning indicators, defined and calculated by the National Institute of Studies and Educational Research Anísio Teixeira (INEP).
Proof of compliance with targets is provided annually by state and municipal education managers, following accountability rules and proving that resources were applied in accordance with the criteria established by Fundeb legislation, ensuring transparency and efficiency in the use of VAAR.
“Over the last three years, Paraná has shown significant improvements in educational indicators, notably increased basic education, approval rates and student performance in national assessments. These results have consolidated, for the second consecutive time, the leadership of the state education system in the Ideb, guaranteeing the state the largest transfer of VAAR among the states benefiting in this edition”, emphasizes the Secretary of State for Education of Paraná, Roni Miranda.

The VAAR funds will be distributed and transferred directly to municipalities, which must use them exclusively for actions focused on basic education. This includes, for example, valuing education professionals, improving school infrastructure, implementing educational programs and projects, among others.
